In order to establish a baseline for assessing Sierra Leone’s readiness to implement the TFA, a familiarization workshop was delivered in November 2015 by videoconference with 20 participants, including parliamentarians and members of the National Committee on Trade Facilitation (NCTF) with the support of UNCTAD. The objective of the e-Workshop was to present parliamentarians and key officials the content of the WTO TFA and explain the ratification, categorization and notification processes. UNCTAD also presented the joint HMRC-WCO-UNCTAD programme as a vehicle to deliver a comprehensive capacity building programme in support of the effective implementation of the TFA. This workshop was followed by an initial situational assessment of Sierra Leone’s readiness to implement the measures of the TFA, taking into account legal, regulatory, procedural and service delivery perspectives.

The aim was to inform and raise awareness of members of the National Council for Trade Facilitation about the HMRC/WCO/UNCTAD project; identify specific technical assistance and capacity building needs of core customs departments; provide an introduction to international best practices, standards, tools and instruments related to transit and temporary importation; develop and adopt a work plan for supporting implementation of measures included in the TFA within the Ethiopian Revenues and CUstoms Authority (ERCA), based on WCO's Mercator Programme; and ensure coordination of development pratners.

Support the design and introduction of a new framework for licensing customs clearing agents in Zambia which will provide training for the profession and ensure Zambia is equipped with a competent pool of agents able to facilitate faster clearance and transit of goods.

Support the modernisation and automation of INMETRO’s licensing procedures and interoperability of its IT systems with Brazil’s new single window, and introduce a risk-based system to reduce licensing irregulatiries and lower the average time to issue compliant licenses from 7 to 3 working days for 70% of applications.

Develop and update the regulatory and operational framework for the establishment of a Multi-Country Consolidation (MCC) hub in Sri Lanka to help establish it as a world-class regional logistics hub.

Reduce the time and cost of trading agri-food products by (1) optimising and digitising the weighing process for food imports and exports, leading to a 25% reduction in the turnaround time at the Port of Casablanca, and (2) introducing electronic phytosanitary certificates, reducing the border clearance time for goods requiring phytosanitary certification by two days.

Provide legal, procedural, technical and human resource capabilities for risk-based pre-arrival processing to achieve tangible increase in release of goods imported into Kenya upon arrival

Support the development of a risk-management system at all border crossings for all qualifying consignments under the National Food and Drug Surveillance Institute (INVIMA) and reduce physical inspections from 100% to 70%

Support the establishment of a Center for Trade Facilitation and Good Practices which will issue advance rulings on classification, valuation and origin, allowing traders to benefit from lower clearance times at borders while also helping to build trust between the government and private sector.

The project focuses on building capacities and strengthening support structures for Jordanian companies to increase their trade performance and to improve employment. It assists the private sector with shaping framework conditions conducive for trade by developing the negotiating capacity of chambers of commerce and trade associations, as well as institutionalizing dialogue with the government. It also seeks to improve the availability and quality of demand-driven trade related services alongside with identifying existing barriers to trade, as well as developing action plans for facilitating export procedures and reducing trade costs, in line with the World Trade Organization Trade Facilitation Agreement.

The programme aims overall at increasing formal small-scale cross-border trade flows in the COMESA/tripartite region, leading to higher revenue collection for governments at the borders as well as increased security and higher incomes for small-scale cross-border traders. The specific objective of the programme is to facilitate small-scale cross border trade flows between targeted countries through effective policy and government reforms, institutional capacity building, improved border infrastructure and better data collection and monitoring.

The project aims at streamlining the e-logistics services requirements and procedures at the national level;
enhancing the capacity of logistics actors to better support SMEs to trade online; improving
access to logistics services for SMEs in Rwanda through E-commerce Support Centers (ECSC); and increasing linkages of ECSCs with more logistics service providers through a Digital Freight Logistics Platform.

Based on a country prioritisation assessment carried out by the Danish International Development Agency, ITC will provide technical assistance, funded by Denmark, to Vietnam, Niger, Mali and Burkina Faso to support them in the implementation of the WTO Trade Facilitation Agreement, with a particular focus on public/private sector TFA capacity-building and establishment/enhancement of Trade Facilitation Portals.

The EU-Markup is a regional initiative focusing on increasing the participation of SMEs based in the East Africa Community (EAC) in intra-regional trade and the European market. On the trade facilitation side, the project aims at enhancing the capacity of trade support institutions (TSIs) to advocate for the removal of sectoral trade barriers in tea and coffee sectors, as well as improving access to trade facilitation and market information requirements by developing/enhancing Trade Facilitation Portals.

The project will stimulate income and employment generation resulting from improved trade support services and enhanced competitiveness of Tajik SMEs, focusing on the textile & clothing sector. On the trade facilitation side, the project is providing assistance for the establishment and operationalization of a Permanent Secretariat to the Tajikistan Trade Facilitation Committee; it is also enhancing the scope of information and functionalities available under the Tajikistan Trade Facilitation Portal.

The project aims at strengthening institutional capacity to formulate and implement effective trade policies and strategies in Afghanistan, with a special focus on regional cooperation, engaging private sector to participate in trade policy reforms and dialogue. The trade facilitation component is focused on the institutional strenghtening of the NTFC to facilitate the implementation of the TFA, as well as on the capacity-building of SMEs to manage cross-border procedures and compliance with regional and global market requirements.
