To improve the business relationships of Customs Administrations with the private sector and initiate a Regional Preferred Trader Programme (RPTP) that will obtain and support both the national regulatory authorities and trade community’s expecta-tions towards regional integration and trade facilitation.
Specific Objective: To develop a critical mass of Trainers on the delivery of the SACU PTP Core Competencies Training Modules to Support PTP implementation at Member State level.

Assist to develop training material

To improve knowledge and strengthening the existing capabilities of Customs administrations of the MENA region on issues concerning the use of modern technologies in the Customs environment and cross-border e-commerce.

The workshop enabled participants to improve their understanding of the PCA concept as explained in the WCO Guidelines, as well as the benefits that PCA brings to Customs and traders, and the relationship between PCA, trade facilitation and risk management.

To undertake a diagnostic of Post Clearance Audit and to develop a tailor made capacity-building support that will ensure effective and efficient PCA capacity in Sierra Leone.

To follow-up on further support to Risk Management, Valuation, E-Learning and Action Plan for 2017

Workshop to support selected WCA Customs Administrations in the development harmonized and standardized electronic messages for the transit interconnectivity project, supported and coordinated jointly by the ECOWAS-Commission and the WCO Secretariat.

This TFA scoping mission resulted in the WCO and Burkina Faso agreeing to partner up in the areas of TRS , Advanced Ruling Mechanisms and Project Management under the WCO-WACAM Project. Other areas for support were also identified, including PCA.

To engage Zimbabwe in the development of a new Mercator implementation plan, which will benefit from the joint support of HMRC and other WCO development partners.

To assist Saudi Arabia identify the gaps of their present trusted trader programme and provide assistance on how to enhance it

Raise awareness of regional Customs in understanding and implementing WTO TFA by adopting the WCO instruments and tools.
Explain the different WCO tools and instruments under Mercator Programme.

Intelligence-led risk management by examining several elements of global and national information and intelligence strategies including intelligence cycle.

To assist the MENA regional Customs Administrations in strengthening the existing Risk Assessment and Selectivity practices by focusing on risk indicators and profiling methodology including intelligence support to risk assessment and selectivity.

Following a request for technical assistance by Qatar Customs, the WCO Secretariat provided an informative session on what Time Release Study (TRS) entails. During the session all the ordinary TRS material used for national TRS Workshops have been used to better explain to the participants how a country should conduct a TRS.

To assess the outcomes and impact of HMRC-supported investments in Palestine since April 2016, and to identify a forward plan under the tailor-made track of the Mercator Programme that builds on the results of previous investments and takes into account the administration’s unique situation;
