o To build national capacity of Malawi Customs in order for the country to conduct a Time Release Study (TRS).
o To provide training to Customs and other trade stakeholders in Malawi for WCO TRS tool in order to improve compliance as well as facilitation for imports-exports.
o To assist Malawi Revenue Authority (MRA) in carrying out Business Process Analysis and Mapping of whole clearance process to help in conducting TRS and Single Window conceptualization.
o To strengthen data analysis capacities for informed decision-making at policy, technical and operational levels in Malawi.

Perform a comprehensive review of the MRA’s Risk Management policy, strategy and infrastructure including implementation.
Conduct gap analysis considering international good practices.
Identify recommendations for Risk Management reform and modernization

To establish a two year plan to support Malawi’s implementation of the WTO TFA under the tailor-made track of the Mercator Programme

This is an intensive professional programme for the secretariats and members of national trade facilitation committees (NTFCs). The main objective is to help them implement, in a coordinated manner, trade facilitation reforms, including the provisions of the Agreement on Trade Facilitation of the WTO.  

We provide 4 to 5 flexible modules which last 3 to 5 days each, according to country-specific needs.

Start up module: Establishing an NTFC;
Module 1: Understanding International Standards and Recommendations;
Module 2: Measuring and implementing trade facilitation;
Module 3: Strengthening an NTFC and establishing a trade facilitation roadmap; and
Module 4: Training of trainers.
