To ensure that Zimbabwe’s National Committee on Trade Facilitation has a broad-based understanding of the legal and economic foundations, as well as the international standards, that underpin the international trading system.

To assess Zimbabwe’s existing PCA system and to develop recommendations to strengthen its facilitative role as part of a broader reform and modernization package

To assess the outcomes and impact of HMRC-supported investments in Zimbabwe since March 2016;
To assess Zimbabwe’s 2017 needs assessment against the previous deliveries to identify specific next steps;
To engage Zimbabwe in the development of a new Mercator implementation plan, which will benefit from the joint support of HMRC and other WCO development partners.

To represent the WCO at the 3rd African Union Customs Experts Forum on Trade Facilitation in Africa.
