TFAF awards a project preparation grant to Kenya for Article 7.1

Kenya has successfully applied for a TFAF Project Preparation Grant (PPG) to support its implementation of Article 7.1 of the WTO Trade Facilitation Agreement on pre-arrival processing. Efforts on this article have been undertaken across different border regulatory agencies with different partners including the Global Alliance for Trade Facilitation and GIZ. Launching in the first half of 2025 the TFAF PPG project will engage one international and one local expert to work together through a phased approach to take stock of all implementation efforts to date and to gather the results. The results will then be analysed to make a judgement on whether Kenya is ready to launch a project aiming for full implementation of this article. This will represent phase one of the project. If the necessary stakeholders are judged to be ready to move forward and capacity is in place, phase two of the project will see the experts draft an application for a TFAF Project Implementation Grant. A member of the TFAF team will travel to Nairobi in late January to meet with various stakeholders, including the focal point of Kenya's National Trade Facilitation Committee who submitted the grant application. Kenya ratified the WTO TFA on 10 December 2015. In October 2019 Kenya notified 23 measures in Category C requiring assistance from partners to support implementation. Article 7.1 on pre-arrival processing was notified as a Category C with a definitive date for implementation of 30 June 2026.
