The Angolan NTFC used a TFAF grant for a peer‑to‑peer exchange with Brazil on Article 8 on Border Agency Cooperation. Starting with an inception meeting in December 2025, six Brazilian experts travelled to Luanda and the Santa Clara border crossing in March 2026, engaging with border agencies and private stakeholders.

Building on the mission, the experts and Angolan counterparts identified a set of priority reforms and corresponding national actions. Angola has initiated the rollout of a new customs processing system (ASY5), integrating data sharing with immigration and transport authorities, and plans a benchmarking visit to Brazil to further explore digital solutions. Progress is also underway on the Single Window for Foreign Trade (JUCE), supported by the World Bank, to advance process digitalisation.

To strengthen cross-border cooperation, Angola has established a multisectoral group to implement single stop border posts and formalise cooperation with neighbouring countries. Measures are also being developed to regularise small-scale transport and reduce informality, alongside strengthened enforcement actions against smuggling and fraud.

In parallel, reforms to sanitary surveillance are being prioritised, supported by institutional coordination mechanisms. Together, these actions provide a concrete roadmap to enhance coordinated border management and advance Angola’s TFA commitments.
