The WCO is the worldwide representative of the international customs community, its spokesperson and its most active institutional supporter. The WCO represents 185 Customs administrations that collectively process approximately 98% of world trade. As the global centre of Customs expertise, the WCO has the tools and expertise to assist implementation of all legal, policy, procedural, technological, and human resource aspects related to trade facilitation.
For more detailed information concerning WCO instruments and tools, technical assistance and capacity building, interested parties are encouraged to visit the WCO web page dedicated to implementation of the WTO Agreement on Trade Facilitation (TFA): http://www.wcoomd.org/en/topics/wco-implementing-the-wto-atf.aspx
In June 2014, the WCO launched the Mercator Programme to assist governments worldwide to implement trade facilitation measures, including WTO TFA provisions, expeditiously and in a harmonized manner by using core WCO instruments and tools such as the Revised Kyoto Convention (RKC) and with tailor-made technical assistance.
More information on the Mercator Programme can be found at the following WCO web page: http://www.wcoomd.org/en/topics/wco-implementing-the-wto-atf/mercator-programme.aspx
