Recommends to respect requirements of "free pratique" for ships, proper
care for all travellers, prevention of unnecessary delays to ships while
recognizing need to prevent spread of disease; and
Reference to the FAL Convention on application of WHO International
Health Regulations (IHR) to international shipping.
